I am writing to advise you that following a search of our paper and electronic records, I have established that the information you requested is not held by the NHS Business Services Authority.

There could be many reasons the number of Penalty Charge Notices (PCNs) have increased. To answer this question would involve a member of staff typing an answer, rather than providing information which is held.

We do not capture information on whether a patient was unclear on which box to tick. Information on correctly claiming for free dental treatment can be found at the below web link:
