The information you requested is being withheld as it falls under the exemptions in the following sections of the Freedom of Information Act. Section 12 – Appropriate Limit I can confirm that the NHS Business Services Authority (NHSBSA) holds information meeting the description specified in your request. I estimate that it could take a minimum of 30 minutes to re-create each report as we would have to change multiple schemas within each piece of SQL for each report as well as key multiple parameter changes for each report. There are 768 reports in total, meaning it would take 384 hours to produce the information requested. Therefore, I estimate that the cost of complying with your request would exceed the non-central Government limit of £450. The limit has been specified in The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 and represents the estimated cost of one person spending 18 hours in determining whether the NHSBSA holds the information, and locating, retrieving and extracting the information. Under Section 12 of the Freedom of Information Act, the NHSBSA is not obliged to comply with your request and I will not be processing your request further. Section 22(1) – Future Publication It is the NHSBSA’s intention that information that can currently be viewed via the Information Services Portal (ISP) will be made available to view via the NHSBSA website in December 2018 and data will be available back to January 2014. In applying this exemption we have balanced the public interest in withholding the information against the public interest in disclosing the information. The annex at the end of this letter sets out the exemption in full, as well as the factors considered when deciding that in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
