Request: Dear NHS Business Services Authority, I request the following information in relation to the programme to replace the Managed IT Infrastructure contract with Capita. The start date of the project/programme to replace the current Managed IT Infrastructure (MITI) contract with Capita The original forecast end date for this project/programme The current forecast end date for this project/programme The original forecast implementation costs for this project/programme The current forecast implementation cost for this project/programme How much has been spent on consultants for the delivery of this programme Consultants including non payroll individuals working on the programme through frameworks such as contingent labour For the SRO can you please provide the following information Name CV What level of experience does the individual have in leading as an SRO the delivery of Programmes and Project of this nature. Please provide examples of this. For what organisations has the individual led a similar programme Has the individual undertaken the IPA Major Programmes and Projects required training for leading a Major Government Programme of this scale For the Programme Lead/Director can you please provide the following information Name CV What level of experience does the individual have in leading as a Programme Lead/Director the delivery of Programmes and Project of this nature. Please provide examples of this. Has the individual undertaken the IPA Major Programmes and Projects required training for leading a Major Government Programme of this scale When was the last IPA review for the programme What stage gate was the review What was the assurance status awarded to the programme What internal governance arrangements are in place for the programme Yours faithfully, [name redacted] [On 20 November 2019 you clarified the following:]Consultancy seeks to fill a knowledge gap. It is defined as the provision to management of objective advice relating to strategy, structure, management or operations of an organisation. Such advice will be provided outside the ‘business-as-usual’ environment when in-house skills are not available and will be time-limited. Consultancy often includes the identification of options with recommendations, or assistance with the implementation of solutions but typically not the delivery of business as usual activity. As per Government guidance the costs should be reflective of the lifecycle of the Programme/Project and as defined in the latest Business Case for the Programme/Project, and as such should cover from the date of project start through to end where any future costs are forecasted and spend to date is actual. In response to the difficulty of providing this information, I would anticipate that for a project which is subjected to GMPP assurance and IPA review that the costs are measured in line with said governance principles and as such the whole life costs and forecasts are monitored tracked and reported for the programme/project. This would also be inline with NAO accounting principles.
