Request: Dear NHS Business Services Authority, Can you explain the process used to determine that a Penalty Charge Notice should be issued? Why can you not give the precise date when the prescription was collected and the prescription fee was not paid. Why is a scanned copy of the back of the prescription form not available so that the precise nature of the error can be investigated. How many prescriptions have been paid for and the incorrect box on the back of the prescription has been ticked, resulting in a prescription being paid for and a penalty notice being issued? Does the pharmacist fill in more details of the transaction after the prescription is collected from the customer? Is the penalty notice sent to the patient or the person filling in the back of the prescription form and who is legally responsible? Does the body of evidence used to send a penalty notice meet the level required to take the case to the County Court?
