The number of appeals made as a result of benefits or tax credit entitlement changes or issues 4. The number of such appeals that have been successful

Response: Question 1 We have issued 2.3 million Penalty Charge Notices (PCNs) over the past 3 years (February 2015 February 2018) Question 2 and 3 We do not hold information as to why a customer receives a PCN as a result of a benefit change. Figures are not held to this level as there is no business need to do so. Question 4 There is no appeals process, although if a patient challenges a PCN and a valid exemption is found to be in place, a PCN will be cancelled. From February 2015 to February 2018, 822,896 PCNs were cancelled due to exemption being confirmed. We do not break these down by which exemption was found to be in place.
